Pastor David "Troy" Riggs serves as the Senior Pastor at First Baptist Church in Alice, Texas, after serving in various capacities throughout his church life. Additionally, Troy has served as a police chief in two jurisdictions and as a Director of Public Safety in two of America’s largest cities. He is recognized as a national leader in data-led government, media relations, community engagement, and crisis management. In his 30 years of public safety, he has testified before Congress, discussed crime issues with two US Presidents, provided security oversight for major events, including the Kentucky Derby, Indianapolis 500, and the Ryder Cup.
